ENCC-ERRADA

• From inception in 2008, the link between ENCC and ERRADA was well defined as evident in the fourth Egyptian Competitiveness Report in 2007 which laid out link between regulatory reform and its relationship to the level of competitiveness; with the inefficiency and restrictiveness of the regulatory and legislative environment negatively affecting Egypt's competitiveness, as it caused low productivity, limited growth potential of existing projects, and the emergence of new ones.

• 'ERRADA' was established by the Minister of Trade and Industry under Decision No. 1089 of 2008 , and was launched as an institutional initiative to identify the legislative tools in force related to the business climate through a comprehensive inventory process, refining the legislative tools that have been inventoried through an organized review in consultation with the Egyptian private sector and civil society (through the platform offered by ENCC’s BAC), and making all legislative tools for the business climate available for everyone through an electronic record. This was in addition to seeking to assess the economic and social impact of government policies and programs (RIA).

• 'ERRADA' initiative based on Prime Minister Decisions No. 998, 1652 and 1896 of 2019, there was a reorganization and reassertion that the central unit/entity would review and simplify procedures for the business climate reform initiative in Egypt and members of the Central Unit’s Board of Trustees were reasserted, with the Egyptian National Council for Competitiveness (ENCC) and its Business Advisory Council (BAC) to act as an effective public private policy dialogue.

• The ERRADA initiative was reinstated based on Prime Minister Decisions No. 998, 1652 and 1896 of 2019, there was a reorganization and reassertion that the central unit/entity would review and simplify procedures for the business climate reform initiative in Egypt and members of the Central Unit’s Board of Trustees were reasserted, with the Egyptian National Council for Competitiveness (ENCC) and its Business Advisory Council (BAC) to act as an effective public private policy dialogue platform for proposed reforms.

• Following a meeting between H.E. Dr. Hala Said, Mr. Seif Fahmy, Deputy Minister Dr. Ahmed Kamaly and ERRADA Executive Director, Dr. Heba Shahein, In January, 2021, the link between ENCC/BAC and ERRADA was re-established, endorsed and supported by the Minister of Planning. In particular, the reconstitution of the BAC was seen as pivotal to both provide guidance and input as well as a platform for dialogue.
